נוע nw` "shake", in the qal the meaning (depending on the person or thing being spoken of) is either of shaking, quivering, or of movement with uneven gait (stagger, totter etc.). The qal is used twice in Amos, both times of people "staggering" from one place to another in time of drought (Am 4:8; 8:12).

The hiphil means "cause to shake, or stagger" it is used in Am 9:9 of Adonai shaking Israel, while the niphal is used to compare this with stones shaken in a sieve.
