ענשׁ `nsh "to fine, impose tribute". Used both of payment imposed by the powerful on the weak and by the authorities on a lawbreaker. The text does not suggest in Am 2:8 that the fines were not merited, however presumably the judges were not supposed to drink the proceeds! (The passive participle in that verse refers to "those fined".)
