In verse 10 the order of words in Hebrew is chiastic so it reads:
They hate / in the gate / who reproves who speaks / with integrity / they abhor

The "gate" was an important center of life in an ancient city. Here it could refer to either legal action, or more widely to the deliberations of the town elders and administration.
Notice that Amos implies that speaking "with integrity" means that one will "reprove". The wrongness of society is assumed not argued about.
